Using my trusty Wildflowers of Texas, by Geyata Ajilvsgi, conveniently organized by color, it looks like it might be Woolly Locoweed(Astragalus mollissimus).
"Woolly locoweed contains the toxic principal lococine and is one of several species of plants which can cause death to cattle and horses when eaten. Animals show a nervous derangement and display irrational and spasmodic movements, appearing 'loco' or 'crazy.'"
